About this opportunity
The 147th Attack Wing of the Texas Air National Guard issued a Special Notice on February 18, 2026, announcing its intent to sole-source inspection services for aircraft shelters currently owned and operated by the organization. The Department of the Army, through the Texas National Guard, is seeking a contractor to perform bi-annual inspections and maintenance of Rubb-brand aircraft shelters located at Ellington Field. The contracting officer, MSgt Buddy L. Ciemiengo, has determined that only one qualified source can fulfill this requirement. This Special Notice is categorized under prefabricated metal building manufacturing and portable buildings services. The submission deadline for interested parties is March 5, 2026.
The objective of this procurement is to establish inspection services that ensure the aircraft shelters remain in proper operating condition through systematic maintenance and evaluation. The contractor must provide all necessary management, tools, supplies, equipment, and labor to conduct inspections that include checking fabric tension, foundation rods, shackles, PVC coverings, bolts, and identifying any structural damage or corrosion requiring repair. The government has justified the sole-source determination under 41 USC 1901 because Rubb Inc. is the exclusive manufacturer and service provider for these proprietary shelters, and any warranty coverage requires that inspections and maintenance be performed exclusively by Rubb or an authorized entity. The estimated contract value is $18,242 and will be structured as a firm fixed-price agreement under Operations and Maintenance appropriations. Eligibility is restricted to Rubb Inc. or entities authorized by Rubb to perform inspections, as competing manufacturers cannot satisfy the technical requirements of these specialized structures. The point of contact for additional information is Miguel Jimenez.

The repairs will consist of: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain the required inspections. Structures are designed to require a minimal amount of maintenance over the life of the structures. The inspection should be performed bi-annually or after the structures are exposed to winds or snow loads close to the designed limit of the structure.
2.1. INSPECTION REQUIREMENTS
2.1.1. Check fabric tension around perimeter by pushing out fabric by hand from the inside of the structure at shoulder height. PVC should snap back sharply when released if correctly tensioned. Tighten as required. Removal of bird netting may be required.
2.1.2. Check tension rods along foundation for equal tension and lock nuts set. Tighten as required to equal tension in all rods in each bay area. Tighten any loose lock nuts as needed. Removal of bird netting may be required.
2.1.3. Check shackles connecting tension rods to foundation for loose pins or missing safety wire. Tighten pins as required and replace missing safety wire. Removal of bird netting may be required.
2.1.4. Check that the PVC covering is tensioned around the entire perimeter, Doors and vents. Reattach any loose PVC. Removal of bird netting may be required.
2.1.5. Check for any holes or rips in the PVC cover. Damage should be repaired according to the PVC repair procedure. Removal of bird netting may be required.
2.1.6 Check for areas of damaged galvanization or corrosion. Remove any corrosion and cover with a zinc rich coating. Removal of bird netting may be required.
2.1.7. Spot check a sample of various bolts for tightness. Tighten as required. A325 bolts are tightened according to the turn-of –the-nut method given in the A.I.S.C steel manual, 16th edition. This states that A325 bolts less than 4 diameters in length must be tightened an additional 1/3 turn past snug tight. Note A325 bolts in structure are less then 4 diameters long. All non A325 bolts are snug tight. Removal of bird netting may be required.
2.1.8. Check wind bracing cables for proper tensioning. They should be sag free. If cables are found to have sag, tighten a minimum of two full turns past the point where all the slack has been taken out of the cable. Removal of bird netting may be required.
2.1.9. Check node restraint cables for proper tension. Node restraint cables should be free of sag and snug tight. Removal of bird netting may be required.
2.1.10. STEELWORK INSPECTION - Check steelwork for missing or damagedcomponents. Replace or repair any damaged components found. Removal of bird netting may be required.
The 147th ATKW, Texas Air National Guard, intends to sole source the inspections as the current assets were purchased from Rubb Inc. and must be repaired, inspected, and maintained by the company to ensure the warranty for the shelters stays intact. Work by any other vendor would void any warranty for the shelters. FAR 13.106-1(b)(1) soliciting from one responsible source.
