THIS IS A COMBINED SYNOPSIS/SOLICITATION for a commercial lease prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation.

Solicitation number M0026322Q1010 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2022-05 and DFARS Publication 20220428.

The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price Contract for rental/lease of five (5) parking spaces to be used by Recruiting Sub Station (RSS) Brooklyn, located at 253 Livingston Street, Brooklyn, NY 11217. 

The parking facility i) Must be available and accessible at all times:  365 days/year-24 hours/day; ii) Premises must be monitored by security cameras; iii) Parking may be indoor or outdoor but must  have adequate lighing at all times; iv) Parking facility must be located within .5 mile walking distance from the RSS (253 Livingston Street, Brooklyn, NY 11217); v) Parking spot must be an indoor garage or a surface lot.

All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026322Q1010 attached to this synopsis.  

Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449.  The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis for award is Lowest Price Technically Acceptable (LPTA).  The following factors shall be used to evaluate quotes: (i)Technical capability, (ii)Past Performance and (iii)Price.

Offerors shall complete provision at 52.212-3 Alternate I, Offeror Representations and Certifications -- Commercial Items.  Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.  All other additional contract requirements for this acquisition can be found in the attached SF 1449.  Any/all questions regarding this RFQ shall be e-mailed to the Government points of contact: Donna Lloyd, donna.lloyd@usmc.mil and Kacy Mohead, kacy.m.mohead@usmc.mil.
