About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD), operating under the Department of the Navy Naval Sea Systems Command, is soliciting quotations for RSMeans Software Maintenance, specifically 10 licenses of RSMeans Online Software (Part Number 66150P) under solicitation N0017826Q6652. This is a Request for Quotation (RFQ) for commercial software-as-a-service items prepared under FAR Part 12 procedures. The contractor must be an authorized reseller of RSMeans software and capable of meeting all requirements specified in the attached Requirements List. Offerors must provide firm fixed-price proposals for the software licenses and maintenance services. The solicitation incorporates standard FAR clauses for commercial items and requires compliance with various regulatory requirements including Trade Agreements Act (TAA) compliance, safeguarding of covered defense information, and prohibitions on contracting with certain entities. The original proposal deadline was January 28, 2026, but Amendment 0002 issued on February 20, 2026 extended the deadline to February 23, 2026 at 12:00 PM local time.
The solicitation indicates a sole-source award intent for products manufactured by Gordian Group Incorporated, located in Greenville, South Carolina, as the software is currently installed and in use at the facility and introduction of alternative software would require extended implementation and training time. The contract period runs from March 3, 2026 through March 2, 2027, with four optional one-year renewal periods available, potentially extending through March 2, 2031. The solicitation document notes conflicting set-aside information—the synopsis states "No Set-Aside Used" while the Standard Form 1449 designates it as a Women-Owned Small Business (WOSB) set-aside under NAICS code 513210 with a $7.5 million size standard. Place of performance is at NSWC Dahlgren, Dahlgren, Virginia, where inspection and acceptance will occur within 15 to 30 calendar days of delivery. Payment will be processed through the Wide Area WorkFlow (WAWF) system using Invoice 2in1 documentation, with Karen Major serving as the procurement point of contact.
