About this opportunity

The Air Force Research Laboratory (AFRL), Sensors Directorate (AFRL/RQ) has awarded a sole-source contract (FA2396-26-P-B013) to The MathWorks, Inc. for an enterprise-level MATLAB software license valued at $5,265,901 for the initial 12-month base period, with potential total values ranging between $750,000 and $15,000,000 when accounting for two additional 12-month option periods. The enterprise license will provide mathematical modeling and simulation software access to approximately 900 scientists and engineers across three Air Force locations (Wright-Patterson AFB, Edwards AFB, and Arnold AFB) on both classified and unclassified networks, enabling MATLAB and Simulink capabilities essential for AFRL, USAF, DoD, and joint-service research programs. The sole-source procurement was justified under FAR 13.5 authority because The MathWorks, Inc. is the only vendor capable of providing the required enterprise-level compatibility with existing MATLAB-based modeling and simulation libraries without incurring substantial delays and cost duplication that would disrupt mission-critical research and engineering operations.

Notice text

Action was awarded sole source and not competitive.

The Sensors Directorate (AFRL/RQ) continues to require access to the MATLAB family of products at the enterprise level.
This level of access is essential to continue to provide support for a wide range of AFRL, USAF, DoD, and Joint-service programs. The MATLAB requirement cannot be fulfilled by any other source without incurring considerable delays and duplication of costs. Therefore, sole-source authority under FAR 13.5 remains the only effective method of meeting this
requirement.

The Sensors Directorate (AFRL/RQ) requires mathematical modeling and simulation software be made available to their entire technical community--approximately 900 scientists and engineers (S&Es) --to fulfill their mission, through a single, enterprise software license. The software must be made simultaneously available to multiple locations and allow for minor fluctuation in user counts in any given year.
The software must also be capable of utilizing and/or modifying previously-developed models and simulation tools created via the MATLAB family of products, created by Mathworks, which has historically been utilized by the AFRL/RQ community for this purpose. Enterprise-availability and compatibility with existing modeling and simulation libraries allows for expanded research capacity by lowering operating costs and increasing collaboration within AFRL/RQ and its partner directorates and programs.

Awarded contract FA2396-26-P-B013 to The MathWorks, Inc. for 5265901.00 on 2025-12-31.
