About this opportunity
The Army Contracting Command Aberdeen Proving Ground, on behalf of the Capability Program Executive for Chemical, Biological, Radiological, and Nuclear Defense, is issuing a Request for Project Proposal to identify qualified 501(c)(3) non-profit organizations to establish and operate a technology accelerator for the VEDDER Prototype Accelerator under Other Transaction Authority, with preproposals due June 25, 2026, by 1300 EST.
The Government intends to award up to three separate OTA agreements, each with a base of up to $8 million and ceiling not to exceed $95 million over five years. Eligible proposers are restricted to non-profit organizations only. The VEDDER program aligns with Section 236 of the Pilot Program on Development of Near-Term Use Cases and Demonstration of Artificial Intelligence Toward Biotechnology Applications for National Security, operating as actively managed continuous innovation ecosystems to accelerate biotechnology capabilities for national defense.
Preproposals must not exceed 11 pages (excluding an 8-page Draft Organizational Conflict of Interest Mitigation Plan and separate pricing documents) and address four technical approach categories: Goals and Impact, Management Plan and Capabilities, Schedule and Milestones, and Transition Plan. Evaluation criteria include Technical Approach and Portfolio and Non-Profit Experience (both rated Outstanding/Good/Marginal/Unacceptable), Price (fair and reasonable analysis), and Draft OCI Mitigation Plan (pass/fail). Selected offerors will participate in in-person pitch meetings tentatively scheduled July 8–9, 2026, followed by a Request for Full Proposal by July 14, 2026, with anticipated awards by September 4, 2026.
Offerors must demonstrate domain-specific expertise in biotechnology acceleration, establish cost-sharing and capital-matching strategies, implement governance frameworks ensuring government oversight, and secure access to U.S. Government infrastructure including national laboratories through mechanisms such as CRADAs or MOUs. The Government may award follow-on production contracts to successful participants without competitive procedures under 10 U.S.C. 4022.
