About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 has issued a Special Notice regarding the consolidation of acquisition support services for Regional Procurement Office West (RPOW). This consolidation is being conducted in accordance with FAR 7.107-5, with the VA determining that combining these acquisition support services is in the best interest of the government. The Network Contracting Office 20 (NCO 20) plans to establish a single Blanket Purchase Agreement (BPA) to replace multiple existing contract vehicles across five contracting offices within RPOW. The consolidation covers administrative management and consulting services under NAICS code 541611. The contracting office is located in Vancouver, Washington, with Jared P. Zinsmeister serving as the Contracting Officer.
The primary objective of this consolidation is to achieve cost savings, reduce administrative burden, and improve operational efficiency by replacing three separate Service-Disabled Veteran-Owned Small Business (SDVOSB) contract vehicles with a single consolidated BPA. The procurement will be set aside 100% for SDVOSBs, maintaining the VA's commitment to supporting veteran-owned small businesses despite reducing the number of contract holders from three to one. Current contract vehicles are held by vendors including Stafford Consulting Company, Inc. and Cameo Consulting Group, LLC, with contract periods extending through 2027. The Request for Quote (RFQ) is anticipated for release in August 2025, following this seven-day advance notice period that concludes on August 12, 2025. Contractors interested in this opportunity must be qualified SDVOSBs capable of providing management and financial consulting services under the consolidated arrangement.
Notice text
In accordance with FAR 7.107-5, the VA intends to consolidate acquisition support services for Regional Procurement Office West (RPOW). The consolidation of acquisition support services requirements identified is in the best interest of the Government. This consolidation meets the requirements of FAR 7.107 and the benefits of the consolidated acquisition would exceed the benefits that would be derived from an alternative approach. Therefore, the VA found that consolidation is necessary and justified and this notice shall be available seven days prior to the release of the Request for Quote (RFQ) for this requirement. The RFQ is anticipated for release August 2025. See attached document: 36C241-24-AP-3867 Consolidation Determination Memorandum.
