About this opportunity
NASA Johnson Space Center announced on October 15, 2026, its intent to award a sole-source contract ceiling increase of $50 million to Odyssey Space Research, LLC under contract 80JSC0-23-DA007, with capability statement submissions due by October 29, 2026. This cost-plus fixed-fee modification sustains engineering support services for Guidance, Navigation and Control, system engineering, and rendezvous proximity operations and capture (RPOC) activities supporting the International Space Station and related human spaceflight programs including Orion, Human Landing System, Moon Base, Gateway, and Commercial Crew initiatives through the January 31, 2028 contract expiration.
NASA bases the sole-source justification on 10 U.S.C. 3204(a)(1), asserting that only Odyssey can provide the required services without unacceptable schedule delays. The agency estimates the current $48 million ceiling will be exhausted by October 2026, before contract performance concludes. Odyssey personnel are embedded across programs with mission-essential knowledge; NASA approved transition of only 5 of 64 work-year equivalents to civil service in-sourcing, with remaining functions to continue under the follow-on competitive RPOC VI procurement. A prior notice published July 9, 2026, received no interested parties by the July 24 closing date.
Interested contractors may submit written exceptions to the sole-source intent and capability statements via email only (Microsoft Word or Adobe PDF) to David Thacker and Irelita Jones at david.k.thacker@nasa.gov and irelita.c.jones@nasa.gov by October 29, 2026. Submissions must include points of contact with addresses and phone numbers, and demonstrate how services meet the stated requirements.

The contract action will increase the ceiling by $50,000,000. The period of performance remains unchanged by this modification.
Written capability statement to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Respondents must at a minimum:
- Include Points of contact, addresses, email addresses, phone numbers.
- Include Capability – how your service/product meets the requirement
- Shall be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment, no later than 15 calendar days from the date of this synopsis to David Thacker and Irelita Jones at david.k.thacker@nasa.gov and irelita.c.jones@nasa.gov not later than 5PM CDT.
A determination not to compete this requirement, based upon response to this notice, is solely within the discretion of the Government. NASA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
