About this opportunity

Army Materiel Command Contracting Command Orlando is conducting a sources sought and follow-on information request for CH-47F and UH-60M Flight Training Devices for Royal Saudi Land Forces Aviation Corps, with responses due by August 25, 2026. This is a Foreign Military Sales effort with no set-aside.

The Army Capability Program Executive Simulation, Training, Test & Threat is seeking contractor capability to develop, deliver, and support one CH-47F FTD (to be installed at Al Qassim) and one UH-60M FTD (at King Khalid Military City). Both devices must achieve FAA FTD Level 7 standards with NVG-compatible cockpits, high-resolution geo-specific visual databases, vibration cueing, and seat-integrated tactile cueing. Contractors must establish interoperability with two legacy systems: a CAE UH-60L Operational Flight Trainer and a containerized Boeing AH-64Ev4 Longbow Crew Trainer. Environmental hardening must meet MIL-STD-810H Method 510 standards for dust and sand protection.

The contract will span five years beginning fourth quarter FY27, financed by foreign customer funds. Contractors must obtain all OEM interface data and technical protocols directly from CAE, Boeing, and other vendors. Work location (CONUS versus Saudi Arabia) remains open. The anticipated NAICS code is 333310 (Commercial and Service Industry Machinery Manufacturing) with a 1,000-employee size standard; PSC is 6930 (Operation Training Devices).

Contractors must demonstrate ITAR compliance, Arms Export Control Act adherence, spare parts provisioning capability, two years of on-site Contractor Logistics Support, and expertise in hybrid Agile/Waterfall development. Responses to the August 11 Request for Follow-on Information address 16 questions covering interoperability architecture, OEM cooperation agreements, cost drivers, schedule risks, and in-country logistics. The Government anticipates a Firm-Fixed-Price structure and has made no award commitment.
