About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research to identify potential contractors capable of providing Contractor Engineering and Technical Support (CETS) services for the Royal Saudi Air Force (RSAF) under the Foreign Military Sales (FMS) program. The scope of work involves supporting F-15SA fleet repair and sustainment operations at five RSAF bases located in Dhahran, Tabuk, Taif, Riyadh, and Khamis in the Kingdom of Saudi Arabia. Contractors must possess expertise in United States Air Force logistics and maintenance processes, with specific capabilities in four key areas: Logistics Manager advisory services, Depot Supply advisory services, F-15SA Conversion support, and RSAF Headquarters advisory services. The evaluation criteria will focus on vendors' demonstrated experience with similar projects, expertise in Foreign Military Sales programs, base operations support, air base mission support capabilities, and quality assurance processes. Interested contractors must submit their capability statements electronically to the specified government contacts by October 8, 2025, which is 30 days from the synopsis issuance date.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors, though small businesses are specifically encouraged to participate in the market research effort. The government files do not identify any current incumbent contractors or provide specific award values or budget ranges for this potential procurement. The capability survey requires comprehensive business information including company details, NAICS code classification, small business status, and ownership structure from responding vendors. The services will support the broader objective of strengthening the international alliance between the United States Government and the Kingdom of Saudi Arabia through enhanced F-15 acquisition support under the FMS Program. The timeline for service delivery and contract duration are not specified in the current market research documentation.
