THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set- Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition.
The North American Industry Classification System (NAICS) code is 541380 ¿ Testing Laboratories and the size standard is $15.0 Million.
The U.S. Geological Survey (USGS), Geologic Division, Mineral Resources Surveys Program has a requirement for chemical analysis services of geologic materials, to include plants, waters, soils, sediments and rocks, for inorganic constituents.
The contractor shall furnish all labor, materials equipment and facilities that are required for the chemical analysis. All required instruments and/or equipment, shall be purchased, set-up, calibrated, and on-line prior to award of contract.
The Contractor shall perform analyses according to the methods stated below. The analytical method used can be similar to the prescribed method so long as analytical performance is met or exceeded.
Some of the samples collected may contain hazardous materials, the concentration of hazardous materials in any sample is expected to be low, however some samples may contain concentrations high enough to be harmful. The USGS will attempt to keep the Contractor informed of which samples may contain high concentrations of such materials. It is the responsibility of the Contractor to take the appropriate safety precautions to ensure the safety of employees in the event that a sample does contain unexpectedly high concentrations of hazardous material.
In order to be able to handle the soil samples from outside the continental United States (CONUS), or from regulated areas within the United States, the Contractor must have the appropriate approval and permits from the Deputy Administrator, Plant Protection and Quarantine programs, U.S. Department of Agriculture. Disposal of any remaining sample and sample extracts must meet regulatory guidelines.
