Solicitation Documents: The solicitation will be issued as a Request for Quotation (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about October 22, 2015.


Description:

Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project.


The intent for this contract is to secure services to REPAIR 9 National Forest system roads damaged during the 2015 fire suppression efforts. The primary work items include installing drop inlets, placing aggregate surface course and reconditioning the roads.


Location: The project area is located on the Mad River District of the Six Rivers National Forest. Roads 1N09, 1N09C, and 1N10A are in Humboldt County, T1N, R5E. Road 2N12 and 2N17 are in Trinity and Humboldt Counties, T2N and T3N, R5E and R6E. 2N12A is in Trinity County, T2N, R6E. 2N18, 2N19, and 3N06 are in Humboldt County, T2N and T3N, R5E and R6E.


Access


From Eureka, California travel Highway 101 south to Highway 36 and take Highway 36 east to the Mad River Ranger District office 6 miles east of the town of Dinsmore. From here the project sites can be accessed by using three different routes.


Go east on Highway 36 about 2 miles to Mad River. Turn left onto FS road 6N01. Go north about 8 miles to 2N12, another 2 miles to 2N19, another 2 miles to 2N17, another mile to 2N18, and another mile to 3N06.


From the District office, go west on Highway 36 for about 7 miles. Turn left onto 1N30, Buck Mountain Road. Go south on Buck Mountain Road about 5 miles to the 1N10 intersection on the left. 1N10A is about ½ mile down the road on the right. To get to 1N09 go back to the intersection with Buck Mountain Road and go west on 1N08 about 1 mile to 1N09 on the left.


Estimated Price Range: $25,000 and $100,000


Contract Time: 30 Calendar Days


Estimated Start Date: November 16, 2015.


Bonds: A Bid guarantee is not required with the offer. Payment Bond in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award.


Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 1:00 p.m. PDT on date indicated on solicitation.


SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to quote due date. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
