About this opportunity

The Forest Service is seeking forest restoration and hazardous fuel reduction services for the Roush Fuels Restoration Stewardship project on the Sierra National Forest's Bass Lake Ranger District. This competitive procurement is restricted to current holders of the R5 Pacific Southwest Stewardship Blanket Purchase Agreement, with quotes due by August 12, 2025. The project requires contractors to cut, skid, and process timber; haul timber to processing facilities; fell hazardous trees near roads and infrastructure; and remove ladder fuels and existing slash to restore forest health and reduce wildfire risk. The work focuses on promoting stands aligned with Natural Range of Variation while establishing wildlife habitat through post-fire restoration activities. Key requirements include ensuring safe access along Forest Service roads 8S70, 7S76, 7S07, 7S08, and 7S34, with contractors responsible for cutting and piling dead trees and preparing sites for future planting.

This opportunity carries no set-aside designation and is available only to existing BPA holders, as new BPA awards are suspended until fall 2025 due to workforce capacity limitations and increased review requirements. The project is located in the Whisky Ridge area across multiple townships and sections in the Mount Diablo Base Meridian, specifically Township 7 South, Range 23 East, Sections 24-27 and 34-36, plus Township 8 South, Range 23 East, Sections 1-3 and 10-11. Contractors must complete all work by December 31, 2028, providing a multi-year timeline for the comprehensive forest restoration activities. The government indicates it maintains a large pool of BPA vendors to ensure adequate competition, though specific contract values are not disclosed in this pre-solicitation notice. Interested vendors without current BPA status may respond to the continuous RFQ Number 12363N22Q4055 for future consideration.
