About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research ahead of a competitive acquisition for ROTOR, SEAL, ASSY (NSN 4320-01-098-2766), with responses due by August 31, 2026. This procurement is anticipated as an Indefinite Delivery Contract with a one to three-year base period and two to four option years, with delivery orders issued on an as-needed basis.

Three sources are currently approved: The Boeing Company (CAGE 76301, P/N 28240), Honeywell International Inc. (CAGE 99193, P/N 367555-1), and Service & Sales Inc. (CAGE 59915, P/N 367555-1). The part requires engineering source approval by the design control activity to maintain quality; approved sources retain data rights, manufacturing knowledge, or technical data not economically available to the Government and essential to part quality. Alternate sources must qualify under the design control activity's procedures as approved by the cognizant Government engineering activity.

DLA's market survey questionnaire seeks company status, commercial item determination, manufacturing capabilities, delivery timelines, commercial sales history, drawings, and pricing data to support an Independent Government Cost Estimate. Suppliers should address feasibility across the three-year base period, option period availability, maximum and minimum delivery quantities, best delivery timeframes, pricing breaks, and factors affecting pricing related to guaranteed minimums. Companies wishing to qualify as an approved source may submit qualification information to Contract Specialist Daniel West (Daniel.West@dla.mil) by the August 31 deadline.
