About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 215 rotary pumps (NSN: 4320-00-288-5350HS, Part Number: 712186) used in F-15 and F-16 aircraft to pump oil to internal components of the Constant Speed Drive (CSD). This procurement represents a competitive requirement with a limited source base, as the government does not own the data rights needed to purchase from additional sources and only two qualified suppliers exist. The solicitation will be issued on July 15, 2025, with proposals due by August 15, 2025, and an anticipated award date of November 30, 2025. The contract will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, meaning the technically compliant offer with the lowest price will be selected. The government will consider all proposals received within 45 days of the synopsis publication date, and delivery is required on or before July 14, 2025.

This opportunity does not utilize any set-aside designations and is open to all eligible contractors. The two currently qualified sources are Hamilton Sundstrand Corp. (CAGE: 99167) and Aerospace Precision Industries (CAGE: 0ZTJ5), with the last purchase made on August 16, 2024, to Intertrade Limited for 53 units. The contract is structured as a firm fixed-price arrangement, though no specific award value or budget range is disclosed in the notice. Each rotary pump has approximate dimensions of 4.00 inches length, 3.00 inches width, 2.50 inches height, and weighs 5.00 pounds. The procurement falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees, and the contract will be evaluated using surface transportation methods for delivery logistics.
