Added: Jun 09, 2016 3:34 pm Modified: Jul 26, 2016 2:46 pmTrack Changes The U.S. Army Corps of Engineers (USACE), St. Paul District has a requirement for heavy construction work at the Roseau Diversion Channel, located upstream (southeast) of the city of Roseau, in Roseau County, Minnesota. The City of Roseau is located in northwest Minnesota, approximately 65 miles east of North Dakota, and 10 miles south of the Canadian border.

The project consists of removal of existing "plug" material (natural earth) located in front of the diversion inlet structure for the Roseau Diversion Channel, and moving it to a stock pile location. The contractor will also stabilize a slough that has formed in a channel slope since initial construction was completed, including installing riprap along the toe of the diversion channel. This slope failure is approximately 200 feet in length.


This solicitation is an Invitation for Bid (IFB). Sealed bids shall be delivered to the public bid opening at the time and place indicated.


This procurement is set-aside 100% for HUBZone Small Business Concerns. Only firms on the Small Business Administration (SBA) List of HUBZone Small Business Concerns are eligible for HUBZone preferences, IAW FAR 19.1303(b). Bids from parties not on the list will not be considered.


The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $36.5M.


The estimated magnitude of construction is between $250,000 and $500,000.

The City of Roseau is located in northwest Minnesota, approximately 65 miles east of North Dakota, and 10 miles south of the Canadian border.

The project consists of removal of existing "plug" material (natural earth) located in front of the diversion inlet structure for the Roseau Diversion Channel, and moving it to a stock pile location. The contractor will also stabilize a slough that has formed in a channel slope since initial construction was completed, including installing riprap along the toe of the diversion channel. This slope failure is approximately 200 feet in length.


The project is estimated to require about 7,600 CY of excavation, and installation of about 475 Tons of B1 Bedding, 300 Tons of Riprap and 730 SY of Geotextile. The actual quantity and type of material required will be detailed in the specifications, once issued. Contractor shall hydro-seed all disturbed areas, using approved native seed mixture. Existing turf areas damaged during contract operations shall be restored.

In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM).
