About this opportunity

The U.S. Army Corps of Engineers St. Louis District is seeking a small business contractor to provide a certified Level III Rope Access Supervisor for bridge structural inspections. The contractor will be responsible for developing a comprehensive rigging and safety plan, supplying all necessary rescue and rope access equipment, conducting rigging, performing safety supervision, and potentially providing rescue services for three USACE structural engineers. The project requires an IRATA/SPRAT certified professional who can support inspections at multiple lock and dam locations in West Virginia and Pennsylvania. Electronic quotes must be submitted via PDF to Abrielle Campbell by 10:00 AM CST on March 25, 2025, with proposals tailored to the specific pricing schedule provided in the solicitation. Evaluation will likely focus on the contractor's technical qualifications, safety planning capabilities, equipment provisions, and overall experience in rope access and structural inspection support.

The solicitation is a total small business set-aside under NAICS category 541690 (Other Scientific and Technical Consulting Services) with a size standard of $19,000,000. The period of performance spans from April 18 to September 30, 2025, with work concentrated on five base inspection days in May 2025 across four specific lock and dam sites: Opekiska, Grays Landing, Maxwell, and Charleroi. Contractors will be expected to work ten-hour workdays during consecutive inspection days, with travel to be completed outside of those inspection periods. The contract will be awarded on a firm fixed price basis, with the primary location of performance being in St. Louis, Missouri, but with inspection sites located in West Virginia and Pennsylvania. While specific award value is not explicitly stated, the detailed requirements suggest a specialized and technical service contract focused on precise structural engineering support.
