About this opportunity

The Department of Agriculture Assistant Secretary for Departmental Management issued this sole source justification on April 23, 2026, for the ROOTS Tool, a specialized software and services delivery order designed to track USDA employees' return to in-person work in compliance with the President's Return to Office Executive Order. The acquisition, awarded to Palantir Technologies Inc. on May 1, 2026, under contract 12314426F0151, encompasses specialized software licenses, configuration services, integration support, and operational capabilities including real-time data fusion, advanced analytics for space utilization and employee seat assignments, and robust security compliance features. Palantir was selected as the sole source vendor based on its unique combination of enterprise-scale data integration capabilities, real-time analytics, compliance monitoring functions, and existing accreditations including FedRAMP High certification, DoD Impact Levels IL-2 through IL-6, and multiple ISO certifications that competing vendors such as Databricks, Snowflake, IBM, SAS, Salesforce, and Alteryx lack. The delivery order structure includes a six-month base period in FY26 followed by two optional six-month extension periods in FY27, though specific pricing details are redacted in the justification document. The USDA retained unlimited rights to all government data and computed properties to preserve future competition opportunities when market capabilities evolve.

Notice text

On January 20, 2025, President Trump issued an Executive Order (FR Doc. 2025-01907) requiring federal employees return to in-person work. The directive aims to increase productivity and reduce government waste, requiring departments to submit, implement, and report on return-to-office plans.

The purpose of this commercial, non-personal services order is to design, configure, deploy and manage a secure, user-friendly tool to track USDA employees' return to the office in compliance with the President’s Return To Office Executive Order (EO) and OMB-OPM Joint Memo Re: Agency Return To Office Implementation Plans.

The tool will provide insights into employee/facility mapping, facility utilization, and office capacity to ensure compliance with federal guidelines and optimize workplace management. The system will be scalable, secure, and compliant with USDA and federal IT standards.

Awarded contract 12314426F0151 to unknown vendor for unknown amount on 2026-05-01.
