About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to procure MT7 Turboshaft production engines, ancillary parts, and installation kits through a sole-source contract modification with Rolls-Royce Corporation. This procurement is being conducted under statutory authority 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Rolls-Royce is identified as the only responsible source and sole manufacturer of the LCAC 100 Class MT7 Turboshaft production engines and related components. The contract will be structured as a Firm Fixed Price modification to existing commercial contract N00024-25-C-2405 and will be negotiated under FAR Part 12 for commercial products and services. This pre-solicitation notice, posted on August 18, 2025, is published for informational purposes only and is not a request for competitive proposals. Companies interested in subcontracting opportunities are directed to contact Rolls-Royce Corporation directly through Ms. Nicola Baker at Nicola.Baker@rollsroyce.com, with responses due by September 2, 2025.
This procurement does not utilize any set-aside designations and will be awarded directly to Rolls-Royce Corporation, located at 450 S. Meridian St., Indianapolis, IN 46225, as the current contractor under the existing commercial contract. The engines being procured are specifically designed for the LCAC 100 Class (Landing Craft Air Cushion) vessels, representing specialized military equipment with no alternative suppliers available in the marketplace. The contract modification approach indicates this is an addition to an existing relationship rather than a new contract award, though specific quantities, delivery timelines, and contract values are not disclosed in this pre-solicitation notice. The procurement falls under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC code 2840 (Gas Turbines And Jet Engines, Aircraft, Prime Moving; And Components), reflecting the specialized nature of the turboshaft engines required for naval operations.
