About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando awarded an Other Transaction Authority (OTA) contract to Advanced Technology International on September 23, 2025, for the development of a Role 4 Definitive Care Modeling and Simulation Tool prototype. The contract, numbered W900KK-23-9-0001, is valued at $4,963,447.60 and was awarded through the Training and Readiness Accelerator II (TReX II) program to address a critical gap in the Department of Defense's ability to model and simulate definitive medical care for combat casualties. The R4MT prototype will serve as a software platform capable of modeling casualty flow into Military Treatment Facilities, VA hospitals, private sector facilities, and National Disaster Medical System facilities, enabling better resource planning, manpower requirement forecasting, and contingency support plan development for mass casualty situations.

Notice text

ON 23 September 2025, in accoradance with 10 U.S. Code 4022, The Army Contracting Command-Orlando awarded an Other Transaction Authority (OTA) via the Training and Readiness Accelerator II (TReX II) for the Role 4 Definitive Care Modeling and Simulation Tool prototype project. The DHA and the Joint Force lack an integrated Role 4 medical modeling and simulation tool to meet the needs of the combat support mission, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to Military Treatment Facilities (MTFs) and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans. A Role 4 Medical Modeling and Simulation Tool (R4MT) will better enable DHA to model casualty flow into MTFs, U.S. Department of Veteran Affairs (VA), private sector, and/or activated National Disaster Medical System (NDMS) facilities. The DoD does not have a simulation capability to model Role 4 (Definitive Care) combat casualties, resulting in a significant gap in the ability to comprehensively develop contingency and support plans. The DHA needs a software platform capable of modeling and forecasting to help planning related to MTFs and other Role 4 facilities resource usage and constraints, manpower requirements, and other related demands to help create better support plans for the warfighter. The R4MT prototype is a software program designed to simulate medical care for mass casualty situations.
