About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center seeks two Rohde & Schwarz M3AR Software Defined Radios with technical support and associated equipment, with responses due October 6, 2026. This is a HUBZone sole source procurement, with award intended for GovSmart under RFQ 13.101(b) authority for noncommercial products when only one source is reasonably available.
Place of performance is Hanscom Air Force Base, Massachusetts. The M3AR radios must operate across 30 MHz to 400 MHz, support the NATO SATURN frequency-hopping waveform, and integrate with NATO encryption (KY-58 and KY-100 devices) for secure voice and data transmission. The procurement includes two XM6912 Multiband Transceivers with ancillary equipment (two ZK6000 Maintenance Connection Boxes, two GB4000V Audio Units, two GA015 Headsets, six ZK6000 LR cables in three variants, two USB-RS485 adapter cables, one CP5001AR Avionic Commander Preset Loader software, one HMP4030 three-channel power supply, and two HMP2020 two-channel power supplies), plus 20 hours of remote technical support.
The Air Force justified sole source on grounds that procuring a different SDR brand would introduce unacceptable testing variables, including incompatible proprietary firmware and software stacks, differing phase noise characteristics, incompatible user interfaces and control protocols, and inability to guarantee software update compatibility on fielded equipment. No authorized resellers of the M3AR exist. NAICS is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing); PSC is 5821 (Radio and Television Communication Equipment, Airborne). Contracting Specialist Paul Munafo (paul.munafo@us.af.mil) and Contracting Officer Chhunheng Phay (chhunheng.phay@us.af.mil) handle inquiries.
