About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 86 underwater rodmeters (NSN 7H-6605-009303467) with Technical Data Package (TDP) Version 021, to be delivered FOB Origin. The proposed contract action will be negotiated with a single source under FAR 6.302-1, with the government retaining discretion to determine competitive procurement. Interested parties may obtain relevant specifications and standards through the DoD Single Stock Point (DODSSP) in Philadelphia, PA, either via online ASSIST-Quick Search or by contacting their help desk. Award will be contingent upon the offeror, product, or manufacturer meeting specific qualification requirements outlined in FAR clause 52.209-1. The opportunity was posted on December 13, 2024, with a response deadline of March 26, 2025.

The pre-solicitation notice indicates no specific set-aside designations and does not mention incumbent contractors or precise award values. The contract is subject to potential Free Trade Agreements, specifically those covered by DFARS clauses 252.225-7036 and 252.225-7021, which could impact procurement considerations. The procurement involves navigational instruments categorized under PSC 6605, with the government noting it would be uneconomical to purchase data rights or reverse engineer the part. The government has determined that obtaining alternative sourcing data is not financially viable, which may limit competitive bidding.
