The Bureau of Land Management Arizona Strip District Office seeks chaining services on up to 919 acres of the Rock Canyon burned area near Fredonia, Arizona, with proposals due September 7, 2026. The procurement is a Total Small Business Set-Aside under NAICS 115310 (Support Activities for Forestry).
Place of performance is public lands on the Arizona Strip District in Coconino and Mohave Counties, Arizona, approximately 20 air miles east of Fredonia. Work involves single-pass chaining of burnt pinyon, juniper, and various shrub species, with vegetation clearing from roads and trails following chaining completion, restoration of damaged access roads, and resetting of survey markers. The contractor must furnish all labor, equipment, supplies, and materials except Government-furnished chain and geospatial maps. The Government provides a ~300-foot ely chain with ~110-pound links; if used, daily greasing of swivels is required. The contractor shall furnish dozers capable of pulling a ~24,100-pound ely/anchor chain assembly (equivalent to a D8 or D9 CAT dozer) with skilled operators, one functioning GPS unit per dozer, and reliable communication equipment for dozer-to-dozer coordination.
Performance period runs October 19, 2026 to January 19, 2027. Work is measured and paid by the acre (rounded up to nearest whole acre) at a per-acre rate under a single line item. Environmental compliance includes avoiding saturated soil conditions causing 4-inch ruts, protecting archaeological sites and survey markers, preventing fuel spills, and washing equipment before and after work. Evaluation uses best value trade-off comparing Technical Capability and Relevant Experience (Past Performance) weighted significantly more important than Price. Past performance references must demonstrate at least three recent relevant projects within the past five years. Prevailing wage rates apply per Department of Labor determinations for Arizona (Coconino County) and Utah (Juab and Utah Counties). Amendment 0001, posted September 3, reduced acreage from 1,675 to 919 acres and extended the due date from September 4 to September 7.
