About this opportunity
The Department of the Air Force Global Strike Command has issued a Special Notice for ROC Watch Mobile Services, seeking to procure software as a service through a sole source procurement under FAR 6.302. The notice specifically relates to updating Biometric Collection Kits for Air Force Global Strike Command with new facial recognition capabilities. The procurement involves licensing from InCadence Strategic Solutions, a Parsons Company, which provides a proprietary mobile biometric solution currently used by Air Force OSI/SFS offices and listed on the FBI Certified Product List. The total estimated contract cost is $11,096.80, covering annual and perpetual mobile licenses for ROC Watch Mobile with a 500K template gallery and facial recognition modality. The Special Notice was posted on April 28, 2025, with a response deadline of May 5, 2025.
Contractors interested in this opportunity may submit a capability statement or proposal in response to the notice, though the government emphasizes this is not a competitive procurement process. The primary objective is to acquire mobile biometric software that can be integrated with existing Air Force biometric infrastructure without significant restructuring costs. Eligibility is open to responsible sources that can meet the specific technical requirements of the ROC Watch Mobile Services. The contracting officer has determined that only a single source (InCadence Strategic Solutions) is reasonably available for this technology. While the notice invites submissions, the government retains sole discretion in determining whether to proceed with the proposed contract based on the responses received. Potential contractors should carefully review the attached Single Source Justification document and understand that the procurement is designed to maintain the current biometric system's integrity and functionality.
Notice text
The proposed contract action is for software as a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Responsible sources may submit a capability statement to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All proposals received within the time posted for this will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
This requirement is to procure ROC Watch Mobile Services in conjunction with the Biometric Collection Kits for Air Force Global Strike Command. The Sole Source Justification is attached.
