About this opportunity

The Naval Sea Systems Command seeks procurement of Robline Ocean STS 8mm diameter rope (3,000 meters per spool) under RFQ N66604-27-Q-0041, with proposals due October 28, 2026. This is a 100% small business set-aside with no substitutions permitted.

Place of performance is the United States, with F.O.B. Destination to InterOcean Systems, LLC in Santee, California. The NAICS code is 314994, Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills, with a small business size standard of 1,000 employees. The PSC code is 4020, Fiber Rope, Cordage, and Twine.

The requirement mandates brand name Robline rope due to unique performance characteristics essential for extreme ocean environments: high breaking strength, minimal elongation, and low shrinkage values. The Navy states that alternative brands would necessitate costly and complex system redesign and that this specific rope is required for critical engineering and qualification testing of deployment systems. The rope must be delivered as a single, continuous, unspliced piece on one spool with no factory splices, mechanical joints, or knots. The Government requires delivery within 16 weeks after contract date or sooner. This is a combined synopsis/solicitation for commercial products; a written solicitation will not be issued separately.

This specific brand of rope is essential due to its unique performance characteristics, including high breaking strength, minimal elongation, and low shrinkage values, which are critical for the extreme ocean environments in which the equipment operates. Utilizing an alternative brand would alter physical tolerances, necessitating a costly and complex system redesign. Furthermore, this specific rope is required for critical engineering and qualification testing of deployment systems, making timely delivery essential to meet scheduled operational requirements.

Delivery is F.O.B. Destination:

InterOcean Systems, LLC, 9201 Isaac Street, Suite C, Santee, CA 92071

The Government’s required delivery is 16 weeks After Date of Contract (ADC) or sooner.
