About this opportunity

The U.S. Army Corps of Engineers, Huntington District, is seeking a contractor to rebuild a Tie Rod Cylinder for the miter gate operating system at Robert C. Byrd Locks and Dam. The work involves complete disassembly, examination, replacement and fabrication of components, re-assembly, testing, painting, pickup and delivery of a hydraulic cylinder with a 10-inch diameter bore, 5.5-inch diameter piston rod, and 196 9/16-inch total stroke. Key requirements include fabricating a new piston and components per As Built Drawing 1480-D, removing and replacing the stem adapter with proper threading, and providing minimum replacements for piston seals, wear rings, rod gland with wiper, seal spacer, rod seals, cylinder gasket, and piston rod key. The contractor must ensure replacement seals are equal to Chesterton products and compatible with existing grooves and cavities, with cylinder wall honing limited to maximum 0.003-inch stock removal. The solicitation was posted on September 3, 2025, with responses due by September 16, 2025.

This opportunity is designated as a 100% small business set-aside under NAICS code 333995 (Fluid Power Cylinder and Actuator Manufacturing) with a size standard of 800 employees. The solicitation does not specify any incumbent contractors or provide award value estimates. The work involves a single specialized hydraulic cylinder requiring precision manufacturing and refurbishment capabilities, with specific threading requirements for the stem adapter and compatibility standards for replacement seals and components. Performance will take place at the Robert C. Byrd Locks and Dam facility in Apple Grove, West Virginia, with the contractor responsible for both pickup and delivery of the equipment. The technical complexity requires expertise in hydraulic cylinder rebuilding, chrome plating, precision honing, and component fabrication to meet the Corps of Engineers' infrastructure maintenance requirements.
