About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking a contractor to furnish and install new Absolyte Value Regulated Lead-Acid (VRLA) battery cells and associated components for one Communication Node at Fort Carson, Colorado. The procurement encompasses the removal of existing GNB Absolyte VRLA battery cells from Building 1014 and installation of replacement batteries (Model 100G29, one string of 24 cells) along with modular steel tray housings, positive/negative terminate plates, and frame retardant transparent module covers. Key requirements include that the new battery cells must be the same brand as the original equipment, equal in amp-hours, and not refurbished or renewed, with a minimum float voltage of 2.23 to 2.27 volts per cell. The contractor must reconnect existing alarm/control cable harnesses, reinstall Ni-Cad neutra mat, perform bonding and grounding, conduct a 500-ampere 2-hour battery load test, and provide comprehensive documentation and maintenance reports. All hardware, materials, and workmanship must carry a five-year warranty or the original equipment manufacturer warranty, whichever is longer. Interested contractors must submit a capability statement specifying lead and delivery time as well as installation time by the March 16, 2026 deadline.

This opportunity is designated as a Total Small Business set-aside, limiting competition to certified small businesses. The contract period runs from June 1, 2026 through December 31, 2026, with operations conducted Monday through Friday from 8:00 am to 1:00 pm, excluding federal holidays. The procurement is anticipated to be awarded as a firm fixed-price contract, though no specific budget range or award value is disclosed in the pre-solicitation notice. Personnel assigned to this contract must obtain background clearance and complete required security compliance training, including Anti-Terrorism Level I training, OPSEC awareness, and Information Assurance training. The Government will provide temporary backup power during battery removal and installation, facilities access, emergency power backup for the 48V DC system, and pest control services. Primary points of contact are Project Manager Donald E. Arnold and Contracting Officer's Representative Ryan Watson.
