About this opportunity
The 137th Special Operations Wing announces its intent to award a sole-source, firm-fixed-price purchase order to Riversport OKC for a team-building event, with responses due by August 25, 2026 at 10:00 AM Central Daylight Time. This is an 8(a) sole-source procurement; however, the government states that any responsible source believing it can meet the requirements may submit a capability statement or proposal for consideration.
The event supports the Preservation of the Force and Family program and serves 70 participants on September 20, 2026 at the contractor's Oklahoma City venue. The government requires a turnkey commercial solution providing exclusive access to a professional rowing and paddling facility, guided curriculum utilizing watercraft such as Dragon Boats on the Oklahoma River or specialized indoor rowing equipment, comprehensive safety gear and briefings, professional facilitation, and on-site catered meals.
Riversport OKC is identified as the only known local commercial entity possessing the necessary riverfront infrastructure, specialized aquatic training equipment, and established team-building curriculum required. The contractor may deliver either Option A (Challenge the Dragon), a 1.0 to 1.5 hour facilitated dragon boat experience on the Oklahoma River, or Option B (The Boathouse Experience), a 1.5 to 2.0 hour fully indoor event with facility tour, ergometer instruction, and relay racing; the government will specify the option at award. Pricing is firm fixed price on a per-person basis, inclusive of all labor, materials, equipment, and facility use. For Option A, severe weather contingency requires transition to an indoor equivalent on the same day or rescheduling within 60 days at no additional cost.
