About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base published this Limited/Sole Source Justification Notice for the procurement of custom-made spare parts for the Closed Loop Passive Electronically Scanned Array System (CLPS) and Advanced Anti-Aircraft Threat Simulator (AATS) under the Range IDIQ Support Effort (RISE) contract. The justification is for the acquisition of specialized components that can only be provided by Georgia Tech Research Institute (GTRI), the original equipment manufacturer, due to the unique and highly specialized nature of these systems which involved reverse engineering a foreign radar system. The procurement is valued at $1.375 million and requires an 18-month delivery schedule from the time of award. The Air Force determined that these CLPS systems, initially deployed at Nevada Test and Training Range and Eglin Air Force Base in 2022, were deployed with insufficient spares, creating the need for this sole-source procurement. The exception to fair opportunity is justified under FAR 16.505(b)(2)(i)(B) because only GTRI can provide these custom-made, non-commercial components at the required quality level necessary to maintain system operations.
