About this opportunity

The Department of Energy Western Area Power Administration seeks construction of a microwave communications tower at the Rifle Substation to replace a failing federally owned microwave building and establish a microwave path between the Rifle and Sunlight Peak sites, with proposals due August 14, 2026.

The procurement carries no set-aside. Place of performance is the Rifle Substation. The tower will enable rerouting of microwave radio traffic currently constrained by terrain obstructions, eliminating the need for costlier replacement of the existing Rifle Microwave building. The NAICS code is 237130, Power and Communication Line and Related Structures Construction, and the PSC code is Y1PZ, Construction Of Other Non-Building Facilities.

The solicitation has undergone five amendments: Amendment 0001 extended the bid closing date; Amendment 0003 updated specifications and drawings; Amendment 0004 addressed Q&A from industry; and Amendment 0005 further updated Q&A and specifications.

Update #2 ·

Amendment (0001) to extend the bid closing date for the Rifle (RFL) Substation Communications Tower project.

Update #1 ·

Rifle Substation Communications Tower to replace an old and failing federally owned Rifle Microwave (RFM) building. The RFM is to transfer traffic to the Rifle Substation. The RFM has a microwave radio connection to Sunlight Peak (SUN), however due to terrain obstructions it was not possible to take this connection directly to RFL. To avoid the cost of replacing the RFM building, a microwave tower would allow a microwave path between RFL and SUN to be established.
