About this opportunity
The Defense Information Systems Agency (DISA) is issuing an amended Request for Quote (RFQ) for the procurement of a 200 MB commercial telecommunications circuit for intra-Europe connectivity. This is a restricted access solicitation limited to entities registered under NAICS code 517111 (Wired Telecommunications Carriers), who must provide their UEI or CAGE code to access the attachments and submit quotations. Quotations must clearly identify monthly recurring charges (MRC), non-recurring charges (NRC), and any applicable tier pricing for additional service months. The solicitation is structured as a combined synopsis/solicitation for commercial items under FAR Subpart 12.6, with provisions and clauses incorporated by reference from existing DITCO Basic Agreements and Section M of the attached RFQ document. The solicitation was originally posted on December 4, 2025, and Amendment 0001 extends the submission deadline to January 9, 2026, with service requirements and acceptance criteria outlined in the attached RFQ documentation.
This procurement does not utilize a small business set-aside, and no incumbent contractor names or specific award values are disclosed in the solicitation notice. Offerors must comply with applicable FAR commercial item clauses, including FAR 52.212-1, 52.212-3 (Alternate I), 52.212-4, and 52.212-5, which establish the terms and conditions governing the telecommunications service provision. The specific location of performance in Europe and the precise service commencement date are detailed in the attached RFQ, which is available only to pre-qualified entities meeting the restricted access requirements. All quotations must be submitted by January 9, 2026, and evaluation will be based on the criteria specified within the complete RFQ document, which prospective offerors must obtain through the proper access request procedure.
