About this opportunity
The Defense Information Systems Agency is seeking telecommunications providers to deliver a 10.709GB (OTU-2) commercial lease for intra-Europe connectivity services through a request for quote that replaces a previously canceled solicitation HC102125QA043. This restricted access procurement requires entities to be registered under NAICS code 517111 (Wired Telecommunications Carriers) and provide their UEI or CAGE code for verification to access solicitation documents. Quotations must include monthly recurring charges, non-recurring charges, and any tier pricing for additional service months, with all pricing clearly identified according to the specified format. The selection will use a lowest price technically acceptable evaluation process, with detailed criteria outlined in the attached RFQ document. The solicitation was posted on June 27, 2025, with quotes due by July 28, 2025.
This procurement does not utilize any small business set-aside designations and is open to all qualified telecommunications providers meeting the technical requirements. The solicitation follows FAR Subpart 12.6 commercial item procedures and incorporates standard commercial terms and conditions including FAR 52.212-1 through FAR 52.212-5 provisions. The procurement falls under PSC category DG11 for satellite communications and telecom access services, indicating this is part of the agency's broader telecommunications infrastructure requirements. While specific contract values are not disclosed in this notice, the technical specification of 10.709GB capacity suggests a substantial telecommunications service requirement. The intra-Europe designation indicates the service will provide connectivity between European locations, though specific performance locations are not detailed in this initial solicitation notice.
