About this opportunity

The Defense Information Systems Agency (DISA) is seeking a commercial lease for a 10.709GB dedicated telecommunications service within Europe. This solicitation is structured as a Request for Quote (RFQ) for wired telecommunications carriers under NAICS code 517111, with restricted access requiring potential bidders to provide their Unique Entity Identifier (UEI) or CAGE code for verification. The procurement will follow a lowest price technically acceptable (LPTA) source selection process, evaluating quotes based on specific criteria outlined in the attached RFQ document. Telecommunication providers must comply with various Federal Acquisition Regulation (FAR) commercial item terms and conditions, including specific instructions, representations, and certifications. The solicitation was posted on April 22, 2025, with responses due by May 20, 2025, and is open to commercial entities meeting the specified requirements.

The solicitation does not include a small business set-aside, indicating open competition among qualified telecommunications providers. Pricing for the contract must be structured with monthly recurring charges (MRC), non-recurring charges (NRC), and potential tier pricing for additional service months. While specific award values are not disclosed, the contract involves a dedicated 10.709GB telecommunications lease for intra-European service delivery. The procurement falls under the Product Service Code (PSC) DG11 for satellite communications and telecom access services, suggesting a specialized network infrastructure requirement. Potential bidders must demonstrate technical capability to meet DISA's specific service standards and comply with all referenced federal acquisition regulations and standard provisions included in the solicitation documents.
