About this opportunity
The Defense Information Systems Agency (DISA) is seeking a telecommunications provider to establish a 200MB dedicated service connecting Camp Lemonier in Djibouti to a demarcation point in Mogadishu, Somalia. This is a restricted access requirement where potential bidders must be registered under the appropriate North American Industrial Classification System (NAICS) code of 517111 for Wired Telecommunications Carriers. Interested vendors must submit access requests including their Unique Entity Identifier (UEI) or CAGE code for verification. The solicitation is being issued as a Request for Quote (RFQ) with a due date of April 7, 2025, and will utilize a lowest price technically acceptable (LPTA) source selection process. Providers must comply with specific commercial item terms and conditions referenced in Federal Acquisition Regulation (FAR) clauses, including detailed instructions for offerors and contract terms.
This solicitation does not include a small business set-aside, meaning all qualified telecommunications providers can compete for the contract. The contract requires vendors to quote prices using monthly recurring charges (MRC) and non-recurring charges (NRC), with potential tiered pricing for additional service months. While specific award values are not disclosed, the contract involves establishing a dedicated telecommunications link between two international military locations in the Horn of Africa. The service implementation will follow specific acceptance criteria outlined in the attached RFQ document, with a focus on establishing a reliable telecommunications infrastructure. Providers must demonstrate technical capability to meet the specific service requirements between Camp Lemonier and the Mogadishu demarcation point, highlighting the strategic importance of this telecommunications procurement for military communications.
