About this opportunity

The U.S. Embassy in Ankara, Türkiye is seeking a contractor to provide wallpaper removal and interior painting services for embassy-owned properties through a Request for Quote (RFQ). The Department of State is soliciting proposals from qualified vendors who can demonstrate an established business in Turkey, with a comprehensive selection process that evaluates past performance, technical capabilities, and business integrity. Interested bidders must submit a detailed proposal by May 22, 2025, at 1600 hours, which includes documentation such as a project manager who speaks English, a five-year client history, equipment capabilities, strategic work plans, and financial statements. A mandatory site visit is scheduled for May 13, 2025, at 1400 hours, with potential attendees required to submit their names and identification numbers by May 9, 2025. The government will primarily assess offerors based on their ability to meet performance requirements, relevance of work experience, proposal credibility, and overall contractor responsibility.

The solicitation is not designated with a specific set-aside classification and covers an estimated 19,000 square meters of wall surfaces and 8,000 square meters of ceiling surfaces. The contract is structured as an indefinite-delivery, indefinite-quantity (IDIQ) agreement with an initial 12-month base performance period, located at the embassy's facilities in İşçi Blokları, Çankaya/Ankara, Türkiye. Contractors must demonstrate compliance with local licensing requirements, provide insurance documentation, and complete registration in the Systems Award Management Registry. While specific award values are not explicitly stated, the scope suggests a substantial maintenance and renovation project for embassy facilities. The procurement falls under the Repair and Maintenance NAICS category (811) and the Maintenance of Family Housing Facilities PSC category (Z1FA), indicating a focus on comprehensive facility improvement services.
