About this opportunity
The Michael E. DeBakey Veterans Affairs Medical Center is soliciting an affiliation with the Watson Caring Science Institute to strengthen their nursing care delivery model through integration of Jean Watson's Human Caring Theory and caritas principles. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 seeks a contractor to guide nurses in providing evidence-based, purposeful care that yields positive outcomes for veteran patients. The contract requires embedding caritas processes into daily nursing activities, creating a holistic safe zone with six core elements including clinical excellence, patient safety, evidence-based practice, cultural diversity, healthy work environment, and trusting relationships. The framework must enable VA employees to express feelings, reconnect with their inner selves, and experience caring moments through available caritas avenues. Quotes must be submitted electronically to Frank Sanders at frank.sanders1@va.gov by 15:00 CST on October 9, 2025, giving potential contractors only three days from the October 6, 2025 posting date to respond.
This solicitation operates under NAICS code 541611 for Administrative Management and General Management Consulting Services and carries no set-aside designation, making it open to all qualified contractors. The total contract value is $24.5 million for a one-year performance period, representing a significant investment in nursing care transformation. Performance will take place at the Michael E. DeBakey Medical Center located in Houston, Texas 77030. The contract focuses on consultation and affiliation services rather than tangible goods, with the primary deliverable being the integration of Watson's caring theory into the medical center's nursing practices. The solicitation indicates an ongoing collaborative relationship with Dr. Jean Watson, suggesting the selected contractor will build upon existing foundational work. The unrestricted nature of the contract and substantial award value make this an attractive opportunity for qualified management consulting firms with expertise in healthcare delivery models and nursing theory implementation.
Notice text
The Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) requires an affiliant for participation with the Watson Caring Science Institute to strengthen the care delivery model at the MEDVAMC. The model shall assist nurses with planning and implementing purposeful care that is also efficient and yields positive outcomes for our Veterans. As the overarching framework for nursing practice, the model shall guide nurses as they provide care, based on evidence-based practices, quality patient outcomes, and contributions to professional nursing practice. This framework shall feed directly into the Care Delivery models utilized at the MEDVAMC.
The care provided is guided and based on Jean Watson’s Human Caring Theory. Her caritas principles are embedded into the nursing care delivered and the environment in which the nurses work. Our collaboration and consultative relationship with Dr. Jean Watson has assisted in weaving the caritas processes into our day-to-day activities and tasks surrounding the care delivered to our veteran patients. VE employees shall have the opportunity to express their feelings; reconnect to their inner self to promote healing when necessary; and/or experience a caring moment through the Caritas’ avenues available in the medical center. Watson’s Caring theory is discussed at each new employee orientation so new staff members to the MEDVAMC understand that our environment is dedicated to Jean Watson’s caritas processes.
