About this opportunity
The Defense Information Systems Agency (DISA) is soliciting a request for quote (RFQ) for a 100MB intra-Europe commercial telecommunications lease, classified under NAICS code 517111 for Wired Telecommunications Carriers. This procurement is structured as a commercial item acquisition with restricted access, requiring potential bidders to provide their Unique Entity Identifier (UEI) or CAGE code for verification. Telecommunication providers must comply with specific Federal Acquisition Regulation (FAR) terms and conditions, including instructions for commercial items and standard contract provisions. The solicitation will utilize a lowest price technically acceptable (LPTA) source selection process to evaluate quotes, with specific evaluation criteria detailed in the attached RFQ document. The solicitation was posted on March 28, 2025, with proposals due by April 28, 2025, giving potential contractors approximately 30 days to prepare and submit their quotes.
The procurement does not include a small business set-aside, meaning all qualified telecommunications providers can compete for the contract. While specific award values are not disclosed in the notice, the contract involves monthly recurring charges (MRC) and non-recurring charges (NRC) for the telecommunications lease. The service will be focused on intra-Europe commercial telecommunications infrastructure, with a specific 100MB lease requirement. Bidders must be registered under the appropriate NAICS code and prepared to meet the technical and compliance standards outlined in the solicitation. The place of performance is explicitly identified as within Europe, targeting telecommunications network access and satellite communication services. Interested contractors must carefully review the attached RFQ document and ensure full compliance with the specified FAR provisions and DISA's standard contractual requirements.
