About this opportunity

NAVSUP Weapons System Support (NAVSUP WSS) Philadelphia intends to solicit on a sole-source basis with Pacific Propeller International for a 5-year repair long-term contract (LTC) supporting C-130 requirements, with responses due by November 3, 2026. This is a noncompetitive procurement; Pacific Propeller International is the original manufacturer and sole known source for repair support of the specified parts. The government does not own the data or rights needed to purchase these parts from additional sources.

Six line items comprise the requirement: Housing Assembly, Cover Assembly (Valve), Stop Assembly (Low Pressure), Pitchlock Assembly, Valve Assembly, and Propeller (Aircraft), each with repair turnaround times ranging from 1 to 7 days and varying quantities across the five contract years. Estimated yearly quantities and specific pricing have been redacted. The parts fall under Federal Supply Groups 1610 and 4810 (maintenance, repair, and replacement components for aircraft systems).

All responsible sources may submit a capability statement, proposal, or quotation for agency consideration. Any firm not already approved to manufacture material must submit a Source Approval Request; the government will not delay procurement pending SAR approval. The solicitation will be conducted under FAR Part 15 (Negotiated Procurement), not FAR Part 12 (Commercial Items), though interested parties may identify commercial-item solutions within 15 days of this notice. Buy American clauses and UID requirements will apply. Source authority derives from 10 U.S.C. 2304(c)(1) and FAR 6.302-1.
