Question and Responses - Dated 2/22/2017 Solicitation No. 1131PL-17-R-DM51055 Title: Argentina Energy Sector Definitional Mission
1.Question: The SF1449 designates this requirement as 100% set aside for small business underthe NAICS code 591690. Does that mean 100% of the work needs to be completed by a smallbusiness?
Response: The total small business set-aside designation (please see FAR 19.502-2 for more information) means only a small business within the size standard (in this case $15M for NAICS code 591690) is eligible for award of this contract. Please note that that FAR clause 52.219-6, "Notice of Small Business Set-Aside," is applicable to this solicitation and any resulting contract. The estimated value of this solicitation is expected to be within the simplified acquisition threshold.
2.Question: It may be very difficult to get our past project clients to submit the Past PerformanceSurveys to TDA by the proposal deadline of 9 AM Monday. Is it possible to extend the deadlinefor the surveys by one week?
Response: No, the Government will not extend the deadline for Past Performance Questionnaires for this solicitation. The Government allowed for more than two (2) weeks for responses, which is has been sufficient for other Offerors. Please note that the Past Performance Information for up to 3 clients for relevant work is also required in addition to the Past Performance Questionnaires. If there is no recent/relevant performance record available or if the Offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, then the Offeror will receive a neutral "unknown confidence" rating in accordance with the solicitation.
