About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, on behalf of the Naval Criminal Investigative Service (NCIS), is issuing a Request for Information (RFI) and Sources Sought notice for comprehensive IT support services for NCIS's Digital Business Directorate (DBD) located at Quantico, Virginia, with operations extending across the Contiguous United States and internationally. The procurement falls under NAICS code 541512 (Computer Systems Design Services) and PSC DA01 (IT and Telecom - Business Application/Application Development Support Services). Key contract requirements include maintaining Top Secret/Sensitive Compartmented Information (TS/SCI) security clearances, providing enterprise-wide IT support services spanning project management, engineering, software development, cybersecurity, data management, and daily operations support across NCIS headquarters and 14 major field offices globally, and managing a critical five-year transition of business services and mission systems from on-premises operations to a Department of Navy virtual private cloud based on Microsoft Azure while maintaining current on-premises operations. Interested firms must submit a five-page executive summary with a capability statement, provide feedback on the draft Performance Work Statement, and answer six specific technical questions addressing PWS completeness, full-time equivalent staffing requirements, staffing models for cloud transition, transition challenges and mitigation strategies, relevant past government contract experience, and typical deliverables. The deadline for submissions is February 20, 2026.

This is a pre-solicitation notice with no set-aside designation, issued without identification of any current contractor or incumbent. The contract is structured as a 60-month effort consisting of one 12-month base period and four 12-month option periods, with operations scheduled Monday through Friday from 0600 to 1800 EST (core hours 0800-1500) excluding federal holidays, supplemented by 24/7 on-call support availability. The government has not disclosed a specific budget range or award value in this RFI/Sources Sought notice, as is typical for pre-solicitation announcements intended to gather industry feedback and capability information. The position descriptions and qualifications appendix identifies multiple labor categories required across financial management, IT infrastructure, cybersecurity, data management, and system administration disciplines, with experience levels ranging from entry to senior positions and certification requirements including CISSP, CCNP, Security+, PMP, and AWS credentials. This RFI represents an opportunity for qualified IT services contractors with expertise in federal IT operations, cloud migration initiatives, cybersecurity, and intelligence community compliance to position themselves for the formal solicitation that will follow.
