About this opportunity
The Department of Homeland Security Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine industry capability to provide, upgrade, and support integrated interactive Virtual Firing Range simulators, with RFI responses due August 7, 2026. No set-aside applies.
FLETC operates three training delivery points requiring VFR solutions: Glynco, Georgia (75 virtual firing lanes across three ranges), Artesia, New Mexico (24 lanes), and Charleston, South Carolina (24 lanes). FLETC seeks either acquisition of new systems or operational, maintenance, and developmental support for existing systems.
Required capabilities include realistic firearms simulation with adjustable recoil and trigger pull tension, scenario and target libraries supporting custom creation, multi-infrared laser frequency support, and less-than-lethal device training (OC spray, Tasers, tactical flashlights). Systems must deliver detailed shooter diagnostics with real-time performance feedback and support both single and multi-screen configurations. System reliability must enable one-hour maximum downtime per lane, with user-replaceable parts. Contractors must provide 24/7 support including hardware break-fix, software enhancements, and vulnerability patching via secure WiFi remote maintenance. Systems must accommodate HD and 4K short-throw projectors, operate in nine-foot ceilings without structural modifications, handle power fluctuations, and comply with DHS and NIST security requirements.
FLETC requests vendor information on past performance with complex law enforcement or military training systems, implementation methodologies, training capabilities, federal security control experience, commercial-off-the-shelf availability, multi-site management, remote diagnostics, strong authentication, and integration with learning or training management systems. Michael J. Haynes, Contracting Officer, is the primary point of contact at michael.j.haynes@fletc.dhs.gov or 912-261-4186.
