About this opportunity
The Defense Health Agency is issuing a Request for Information on vendor-managed inventory capabilities for its Pandemic Response Program PPE, with responses due by July 17, 2026; this is market research only and will not result in a contract award or government reimbursement of response costs.
The RFI targets full-lifecycle VMI support beginning with up to 9,000,000 units of NIOSH-certified N95 respirators, with anticipated expansion to surgical masks, gloves, disposable gowns, and antibiotics/pharmaceuticals. Required services include forecasting, storage, inventory management, distribution, and replenishment across CONUS and OCONUS locations, with surge distribution capability within 24–72 hours for CONUS and 72 hours to Medical Air Bridge for OCONUS.
Vendors must maintain Government-Owned Material with 12–24 months minimum shelf life in secure, environmentally controlled storage, manage 20% safety stock, and execute stock rotation using commercial sales data. All materials must source from Trade Agreement Act-compliant countries. Compliance with FDA, OSHA, and DOT regulations is mandatory, along with detailed monthly inventory and shipping reports, product recall procedures, and annual supply chain risk assessments.
The RFI requests information on corporate experience with large-scale VMI programs, warehouse network capabilities, inventory management system specifications, regulatory compliance processes, end-of-contract inventory disposition strategies, and potential applications of artificial intelligence and advanced analytics for demand forecasting and supply chain resiliency. Responses should be submitted electronically to Jared D. Acre and Patrick M. Younkins at the DHA Contracting Activity.
Notice text
The Defense Health Agency (DHA) is seeking information on industry capabilities to provide full lifecycle vendor-managed inventory (VMI) support for the management of its Pandemic Program Personal Protective Equipment (PPE), beginning with N95 respirators. The purpose of this Request for Information (RFI) is to conduct market research and gather information that will help in developing a comprehensive strategy for potential future procurement.
While the initial focus is on N95 respirators, DHA anticipates expanding these efforts to include additional critical medical supplies such as surgical masks, gloves, disposable gowns, and antibiotics/pharmaceuticals. The agency is interested in understanding industry’s ability to support the full spectrum of VMI services—including forecasting, storage, inventory management, distribution, and replenishment—for these items.
This RFI is for informational and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not award a contract based on this RFI. The Government will not pay for any information or administrative costs incurred in response to this RFI.
