Immigration and Customs Enforcement (ICE) is seeking information for a recompete of its IT Training and Communications Services (ITaCS) contract supporting the Homeland Security Investigations (HSI) Cyber and Operational Technology division. This Request for Information (RFI) aims to refine the acquisition strategy, determine potential set-aside options, and gather market feedback on the draft Performance Work Statement (PWS). Key personnel requirements include a Project Manager with 10 years of experience, Training Lead with 8 years, Communications Lead with 8 years, and Technical Lead with 8 years of relevant experience. The RFI response is due by January 27, 2025, with responses to be submitted directly through the provided form, and any questions should be included within the response submission.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractor is mentioned in the documentation. The work will primarily be performed in Crystal City, with additional locations throughout the DC metro area, supporting major systems such as TECS Modernization, SEVIS, and RAVEN, along with approximately ten smaller Level 3 systems. While no specific award value or budget range is provided, the contract will require the contractor to follow an agile methodology, support mobile learning initiatives, conduct organizational change management, and provide surge support capabilities. The scope of work encompasses maintaining legacy content, developing communication strategies, evaluating effectiveness, and managing a content management portal. The contract will require extensive collaboration with government teams and adaptability to emerging technologies and mobility requirements, with work to be performed under the NAICS category 541519 (Other Computer Related Services) and PSC code R410 (Support-Professional: Program Evaluation/Review/Development).
