About this opportunity
The Administration for Community Living (ACL), Administration on Disabilities (AoD), Office of Intellectual and Developmental Disabilities (OIDD) is conducting market research for a Training and Technical Assistance (T/TA) contract to support State Councils on Developmental Disabilities (SCDDs) across all 56 State and Territory Councils. The contractor will deliver coordinated, comprehensive, and performance-based T/TA services at a national scale, including enterprise-level project management, foundational and specialized support, knowledge development and dissemination, leadership and governance support, evaluation and performance measurement, peer learning facilitation, stakeholder engagement, information management and technology support (including Section 508-compliant website and performance dashboard), communications and public awareness services, and transition-in and transition-out support. Key objectives include helping Councils maintain compliance with the Developmental Disabilities Assistance and Bill of Rights Act of 2000, implement Five-Year State Plans effectively, demonstrate measurable systems-change outcomes, and improve leadership, governance, and evaluation capacity. This Request for Information (RFI) is being issued for market research purposes only and does not constitute a formal solicitation; responses will be used for planning purposes and will not be returned or acknowledged. Interested vendors must submit responses by 9:00 AM ET on May 8, 2026, to Kaitlin.White@hhs.gov, referencing Notice ID Training_and_TA and including company information, CAGE code, business size classification, point of contact, and details on relevant experience and qualifications.
This acquisition has no set-aside designation and is being pursued as a single-award, performance-based contract with no current incumbent or contractor identified in the pre-solicitation materials. The anticipated contract duration is five years, consisting of one base year plus four option years, with the anticipated place of performance being primarily remote at the contractor's site. The requirement is classified under NAICS code 541611 (Administrative Management and General Management Consulting Services) with a size standard of $24.5 million, and the Product Service Code is R499 (Other Professional Services). While no specific award value or budget range is disclosed in this RFI, the $24.5 million NAICS size standard provides an indication of the potential contract magnitude. The Government has noted that this requirement is currently considered non-commercial but is requesting input from interested parties on whether commercial services, as defined in FAR Part 2.101, could fulfill this requirement, with detailed rationale required if commercial applicability is asserted.
