The Department of the Army Corps of Engineers Engineering District Seattle is conducting a Request for Information (RFI) on a utility tractor procurement, with responses due by July 24, 2026. This is a market-gathering action only; quotes are not requested at this time. The government intends to use RFI responses to determine solicitation strategy, including whether to apply a small-business set-aside.
Performance location is the Hiram M. Chittenden Locks facility at 3015 NW 54th Street, Seattle, Washington. The procurement seeks one new utility tractor, manufactured no earlier than 2023, for delivery by July 1, 2026. Technical specifications are exacting: open-station seating; maximum gross vehicle weight of 2,300 lbs; SAE J1995 rated engine power of 28–35 kW with 24–26 kW power reverse transmission; turbocharged diesel with minimum three cylinders, 19:1 compression ratio, 100–115 lb.-ft torque, and 8-gallon fuel tank; four-wheel drive with independent rear PTO; hydrostatic power steering; turf tires; foldable rollover protection; and a minimum 65-inch wheelbase with 7-foot turning radius (with brakes). The tractor must be compatible with a front loader bucket, slit seeder, top dresser, and Load Trail DS05 or DS07 dump trailers. Factory-certified technicians must be available within 50 miles of Seattle. Delivery occurs during specified business hours (Monday–Thursday, 7:00 a.m.–4:00 p.m., excluding federal holidays); the contractor is responsible for unloading without dock assistance. The contractor must provide one-year warranty coverage, extended warranty plan for a minimum of one year, and two complete operation and maintenance manuals. Only new equipment is acceptable; remanufactured and gray-market items are prohibited. The applicable NAICS code is 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) with a small-business size standard of 900 employees; contractors should verify NAICS coding in their SAM.gov profiles.
