About this opportunity
The Department of Energy's Southeastern Power Administration is gathering market research through a Request for Information due June 22, 2026, to identify qualified vendors for independent financial audit services supporting the Southeastern Federal Power Program. This RFI does not constitute a solicitation or commitment to procure but will inform SEPA's future acquisition strategy and vendor selection process.
The audit engagement encompasses combined financial statements of SEPA and applicable portions of the U.S. Army Corps of Engineers, including balance sheets, statements of revenues and expenses, statements of changes in capitalization, and cash flow statements for current and prior fiscal years. Work is performed across six locations: Elberton, Georgia; Atlanta, Georgia; Savannah, Georgia; Mobile, Alabama; Nashville, Tennessee; and Wilmington, North Carolina.
The contractor must conduct audits in accordance with Generally Accepted Auditing Standards, Government Auditing Standards, Office of Management and Budget requirements, and Federal Energy Regulatory Commission accounting standards. Key responsibilities include evaluating internal controls over financial reporting, assessing compliance with laws and regulations, issuing management letters, providing a special purpose opinion on Southeastern's federal basis financial statements based on Federal Accounting Standards Advisory Board standards, verifying Federal Agencies Centralized Trial Balance System submissions, assessing compliance with the Federal Financial Management Improvement Act, and reviewing OMB A-123 Appendix A internal control assessments.
Responses must be submitted by 12:00 PM Eastern Time on June 22, 2026, via email to Juvonna Mattox (primary) or Tabitha Rambert (secondary), with optional physical delivery to 1166 Athens Tech Road, Elberton, Georgia 30635. SEPA will schedule vendor conferences after the RFI deadline.

Southeastern Power Administration (SEPA) is excited to announce the release of a Request for Information (RFI) as part of our ongoing effort to gather market research and identify qualified vendors for financial audit services related to the Southeastern Federal Power Program. We are specifically seeking input from firms who have both the experience and expertise to conduct an independent financial audit that meets all applicable federal standards and requirements.

We strongly encourage interested vendors to carefully review the attached RFI and respond with the requested information by the date specified. Your input will be invaluable in helping SEPA better understand industry capabilities, available solutions, and potential acquisition strategies. Once the RFI submission deadline has passed (June 22nd 12pm Eastern), we will reach out to schedule conferences with interested vendors.
