About this opportunity
The US Air Force Academy Chemistry Department is conducting market research via Request for Information to identify qualified vendors for a Simultaneous Dynamic Scanning Calorimeter/Thermogravimetric Analyzer (SDT) instrument with installation and training, with responses due by May 29, 2026 at 2:00 p.m. MST. This is not a commitment to procure and does not constitute an RFQ.
Delivery is to USAF Academy, Colorado Springs, Colorado. The instrument must simultaneously collect Differential Scanning Calorimetry (DSC) and Thermogravimetric Analysis (TGA) data and operate across ambient to 1,500 degrees Celsius with 200 mg sample weight capacity. Critical specifications include weighing precision of 0.1%, weight sensitivity and resolution of 0.2 g (2 ppm) or better, DSC sensitivity of 4 W over 50 to 1,000 degrees Celsius with heat capacity measurement accuracy within 5% of standard materials, temperature accuracy of 1 degree Celsius with dynamic precision of 0.5 degrees Celsius, and linear heating rates adjustable from 0.1 to 100 degrees Celsius/min in 0.01 degree Celsius/min increments. The system must include an autosampler accommodating at least 30 samples with mechanical finger-style gripper, touch-screen control independent of the controlling computer, horizontal null-balance thermobalance design, wire-wound furnace capable of vacuum operation at 100 Torr or better, and integrated dual-gas delivery control. Software must enable fully automated calibration and verification, unattended scheduled calibrations, internet-based automatic updates, unlimited data analysis installations, and integration of legacy thermal analyzer data (DSC, TGA, TMA, DMA). Deliverables include installation, certification, training, a U.S.-manufactured PC and monitor, one-year full warranty, and five-year extended service protection covering furnace replacement. Known capable models include TA Instruments Discovery SDT 650, Mettler Toledo TGA/DSC 3+, and Netzsch STA 509 Jupiter, or equal. COTS instruments meeting or exceeding specifications are acceptable. Responses must include company information, business size and socioeconomic status under NAICS 334516 (Small Business size standard: 1,000 employees), make and model with product specification sheet and place of manufacture and lead time, and, if applicable, OEM authorization to distribute. Submit responses to Tammy Martin at tammy.martin.6@us.af.mil.
Notice text
This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. The US Air Force Academy (USAFA) Chemistry Department is conducting market research to identify qualified vendors capable of providing a Simultaneous Dynamic Scanning Calorimeter/Thermogravimetric Analysis (SDT) instrument with installation and training.
Delivery location: USAF Academy, CO 80840
SALIENT CHARACTERISTICS / MINIMUM REQUIREMENTS
The instrument must be capable of simultaneously collecting Differential Scanning Calorimetry (DSC) and Thermogravimetric Analysis (TGA) data to measure heat flow, weight changes, temperature, and heat capacity of samples. Interested vendors must be able to provide a commercial-off-the-shelf (COTS) instrument that meets or exceeds the attached minimum technical specifications.
Note: Known capable models include the TA Instruments Discovery SDT 650, Mettler Toledo TGA/DSC 3+, and Netzsch STA 509 Jupiter, or equal.
REQUESTED INFORMATION
Interested and capable vendors are requested to provide a brief capability statement containing the following information:
- Company Information: Company Name, Point of Contact, Email Address, Phone Number, and Unique Entity ID (UEI).
- Business Size: Business size standard and socioeconomic status under NAICS 334516 (Small Business Size Standard: 1,000 employees).
- Product Information: Make, model, and part numbers of the proposed instrument(s) meeting the salient characteristics, including a brief product specification sheet. Include the place of manufacture and your lead-time for delivery.
- Authorized Distributor Status: If not the original equipment manufacturer (OEM), please provide an authorization letter from the OEM to distribute their products.
SUBMISSION INSTRUCTIONS
Responses to this RFI should be submitted via email to Tammy Martin at tammy.martin.6@us.af.mil no later than 2:00 p.m. MST on 29 May 2026.
