About this opportunity
The Department of the Interior US Geological Survey (USGS) Earthquake Science Center issued this Request for Information (RFI) on March 6, 2026, to conduct market research for science and technical support services related to ground motion monitoring networks. The USGS seeks to identify potential vendors capable of providing 24/7/365 support for multiple seismic monitoring systems, including the Earthquake Notification Systems (ENS), Northern California Seismic Network (NCSN), Pacific Northwest Seismic Network (PNSN), Southern California Integrated Geodetic Network, Southern California Seismic Network (SCSN), and the USGS ShakeAlert Earthquake Early Warning Project. Required services encompass scientific software maintenance and development, system administration, technical applications engineering, database design and development, programming, full stack Dev/Ops engineering, and network engineering. Respondents must submit capability statements demonstrating their ability to deliver non-personal services in three specific areas: Scientific Application Services, Scientific IT Infrastructure Services, and Telemetry Support. The deadline for electronic submission of responses in PDF format is March 20, 2026, directed to Charlan Fejarang at cjfejarang@usgs.gov with the subject line "DOIGFBO260005."
This RFI includes no set-aside designations and no incumbent contractor information is identified in this market research notice. No specific award value or budget range has been disclosed, as this is a pre-solicitation planning document rather than a formal request for proposals. Respondents are required to include their socioeconomic designation, business size standard, SAM UEI number, and any applicable GSA contract number in their submissions. It is important to note that this RFI is for information and planning purposes only and does not constitute a commitment to award a contract, nor will the Government reimburse any costs associated with responding. Non-response to this RFI does not preclude vendors from participating in any future procurement related to these services.

The USGS Earthquake Science Center (ESC) requires a dedicated mission support contractor with knowledge of geophysical monitoring network operations and their integrated software and IT infrastructure.
The purpose of this RFI is to identify potential vendors capable of providing science and technical support to ESC's ground motion monitoring networks and their product generation and delivery. The contractor must be able to support the development of products from scientific research results with availability 24/7/365. This service supports millions of customers with earthquake early warning technologies and public safety notifications through multiple resources that include:
Earthquake Notification Systems (ENS), the Northern California Seismic Network (NCSN), the Pacific Northwest Seismic Network (PNSN), the Southern California Integrated Geodetic Network, the Southern California Seismic Network (SCSN) and the USGS ShakeAlert Earthquake Early Warning Project (EEW).
In support of this effort, the DOI USGS Acquisition Team is conducting market research to further refine requirements and establish the best acquisition approach. Please note that requirements defined to date may change before issuance of the final RFP.
The types of scientific software development and information technology services to be ordered include, but are not limited to: scientific software maintenance, operations, and development; system administration in support of ground motion monitoring networks; technical applications engineering; database design and development; programming; full stack Dev/Ops engineering; and network engineering in support of ground motion monitoring networks. The Contractor shall provide Capability Statement demonstrating their ability to deliver non-personal services in the following areas:
Scientific Application Services
Scientific IT Infrastructure Services
Telemetry Support
Interested parties shall include the following in their submission:
1. Applicable socioeconomic designation.
2. Business size standard.
3. SAM UEI number.
4. GSA contract number, if applicable.
Responses are requested by Friday, March 20, 2026. Any response received after these dates will also be considered but may not be included in initial reporting or assessments.
All responses should be submitted electronically in PDF format and emailed to the points of contact: Charlan Fejarang at cjfejarang@usgs.gov with subject line, "DOIGFBO260005".
Respondents must submit capability statements and information describing the general approach/solution to addressing the listed requirements. General marketing information or references to vendor web sites will not be considered responsive to this notice. No telephone, mail, or fax responses will be accepted.
