About this opportunity
The United States Agency for International Development Mission in Indonesia (USAID/Indonesia) is seeking organizations to implement a Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Activity through a Request for Information (RFI). The five-year contract aims to support USAID's development objectives by providing high-quality evaluations, monitoring capabilities, and knowledge management services. Key contract requirements include conducting approximately two evaluations annually, delivering training sessions, maintaining cloud-based knowledge systems, and facilitating collaborative events. Respondents must demonstrate expertise in monitoring and evaluation, with a focus on gender equality, inclusive development, and environmental sustainability. The RFI response deadline is January 7, 2025, and organizations are required to submit a four-page response in 12-point Calibri font, including a one-page cover sheet and three pages of comments on the draft Statement of Objectives.
There are no specific set-aside designations for this contract, and the RFI does not mention incumbent contractors or precise award values. The contractor may establish an office in Indonesia or propose alternative operational approaches, with a primary focus on supporting USAID's development activities and building local organizational capacities. Potential respondents must adhere to strict confidentiality requirements, avoid conflicts of interest, and be prepared to coordinate with other USAID implementing partners. The contract will be classified under NAICS Category 541990 (All Other Professional, Scientific, and Technical Services) and PSC Category R499 (Support-Professional: Other). Interested organizations are encouraged to carefully review the draft Statement of Objectives and prepare comprehensive, well-structured responses that demonstrate their capability to meet USAID's complex monitoring and evaluation needs.
