About this opportunity
NASA's Goddard Space Flight Center, on behalf of NOAA's Geostationary Earth Orbit Observations Program, is seeking a Mission Integration Prime (MIP) contractor to provide comprehensive mission integration and operations support for the GeoXO (Geostationary Extended Observations) satellite series. The primary services required include launch vehicle procurement and management for two geostationary weather satellites, payload processing facility operations with ISO Class 8 cleanroom capability, and mission operations services including ground systems, antennas, and personnel to operate the satellites for 10 years on-orbit. Key requirements encompass command and control capabilities, L1b science product generation, radiometric calibration, performance monitoring, anomaly investigation and recovery, and end-of-life decommissioning, with FISMA High compliance mandatory for ground systems. This is a Request for Information only—not a formal solicitation—intended to gather market intelligence, technical approaches, and rough-order-of-magnitude cost considerations to inform a potential future procurement and assess industry feasibility of requirements. Responses must be submitted electronically to Travis Hagelberg at Travis.M.Hagelberg@nasa.gov by 5:00 PM Eastern Time on May 11, 2026, limited to 30 pages excluding cover materials, and must reference RFI-MIP-2026.
No set-aside designations apply to this procurement. The contract will cover GeoXO-1 and GeoXO-2 satellites, with GeoXO-3 and GeoXO-4 as optional additions, featuring a base contract structure of firm fixed-price CLINs for launch and payload processing services, firm fixed-price CLINs with performance incentives for mission operations, and time-and-materials CLINs for anomaly support and engineering tasks. Vendors may propose alternative operational concepts utilizing available Government Furnished Equipment, including the Wallops Command and Data Acquisition Station, NOAA Satellite Operations Facility, existing NOAA GEO ground systems, and NESDIS Common Cloud Framework infrastructure. The two primary spacecraft each have a mass of 4,595 kg and require direct-to-geostationary orbit delivery, with GeoXO-1 launch planned for December 2032 and GeoXO-2 for October 2034. The anticipated acquisition timeline includes a Draft RFP release in early 2027, Final RFP release in Summer 2027, and contract award in January 2028, with responses to address capability descriptions, implementation approaches, and cost breakdowns by satellite and fiscal year.
