About this opportunity
The General Services Administration's Assisted Acquisition Services (AAS) is conducting a Request for Information and Market Assessment Discussion (RFI-MAD) on behalf of the Office of the Deputy Assistant Secretary of War for Military Community and Family Policy to procure Military and Family Life Counseling Services (MFLC V). The Government seeks to identify capable industry partners and gather market research to inform its acquisition strategy for providing confidential counseling, consultation, walk-around services, and outreach to military service members, families, and survivors across more than 300 military installations domestically and internationally. Key requirements include that all Military and Family Life Counselors must hold Master's or Doctorate-level licenses, the prime contractor must obtain a Top Secret Facility Clearance Level, and services must be delivered through in-person, face-to-face methods with virtual capabilities as directed. This RFI-MAD is a market research tool and does not constitute a formal solicitation or commitment to award a contract; responses will be used solely for market research purposes and will not be shared with competing vendors. Interested vendors must submit responses to three required attachments—Corporate Overview (maximum two pages), Corporate Experience (maximum three pages), and Market Assessment Discussion Questions (maximum three pages)—electronically by 11 a.m. Eastern Time on May 8, 2026, with optional one-on-one meetings available May 13-14, 2026.
No set-aside designations have been applied to this procurement. The anticipated combined contract value for both geographic footprints is $4.475 billion or greater, with service delivery spanning the Eastern Geographic Footprint (CONUS locations east of the Mississippi River and OCONUS locations in AFRICOM, EUCOM, and SOUTHCOM), the Western Geographic Footprint (CONUS locations west of the Mississippi River and OCONUS INDOPACOM and CENTCOM), or both. The Eastern Footprint base period is six months with four one-year option periods and two one-year award term incentive periods for a total of 6.5 years, while the Western Footprint base period is 12 months with four one-year option periods and two one-year award term incentive periods for a total of 7 years. Contract scope includes five primary tasks: Program Management Support, Primary MFLC Services for adult and Child and Youth Behavioral populations, Temporary MFLC Services for limited-duration events, and optional tasks for geographic footprint expansion. Eligible participants may receive up to 12 counseling sessions annually per person per issue, and the contractor must meet stringent staffing timelines including acknowledgment within one business day, crisis response within 24 hours, and primary support staffing within 10-15 business days depending on location.
